Investment advice needed: I have $1,000 in an old mutual fund. What would you do with it?

The money was a graduation present from my Dad. Unfortunately, I graduated in 2000, right before the dot-com bust, Enron, and then Sept. 11.
The value of the fund, some of which was actually invested in Enron, crashed to something like half of its original value and has only now, 7 years later, regained its original [...]

People can sell books about investing without being a licensed financial planner. but if i am simply offering advice on a web site and sharing my findings with the public, can i become liable even if i am not taking any money from anyone?
