Get malwarebytes antimalware to remove this threat
http://www.malwarebytes.org/
If you want the real spybot, get it from here, it is completely free of charge.
http://www.safer-networking.org/en/download/index.html
it is likely that you have downloaded a fake spybot software, remove it.
Note: you may need to rename malwarebytes antimalware installer randomly to allow it to install successfully, e.g, you can rename mbam.exe to joif09jf030.exe, or whatever random character you choose.
You can install malwarebytes antimalware in safe mode with networking

Personal Security is a Rouge Virus.
You wanna avoid those.
Those are fake antiviruses.
If you don't do anything about it, they will keep blocking programs.
My cousin's laptop got infected by "XP Antivirus 2010" and it was also a Rouge Virus.
At first, boxes kept popping up.
Later on, it redirected sites like yahoo.com to some weird unknowns.
Then it blocked websites, claiming they weren't safe. Like google.com.
At the end, the laptop was useless. As soon as you turned it on, it would say "Virus detected, restarting computer." And it would keep happening unless you force quit.
They brought it to a computer shop and got it fixed. Then they installed antiviruses and spyware detectors and now it works fine.
I think you should do the same.

First of all, if you paid for Spybot, you did not download genuine Spybot Search and Destroy which has been a 100% free program for over 10 years now:
http://www.safer-networking.org/en/index.html

Now...

Your computer is still infected. The program, Personal Security is a scam and a virus in itself.

"Personal Security is a rogue anti-spyware program from the same family as Cyber Security. This program is promoted through the use of malware that will install it on your computer without your permission. In order to protect itself, this program will automatically attempt to terminate security programs that may help to remove it. When installed, Personal Security will be configured to start automatically when Windows starts. Once started, it will scan your computer and display a variety of infections, but will state that it will not remove them unless you first purchase the program. In reality, the infections it finds are either fake or legitimate programs that if deleted could cause problems with the proper operation of Windows. Therefore, please do not act upon any of the files it states are infections."

To remove:

How to remove Personal Security (Removal Guide):
http://www.bleepingcomputer.com/virus-removal/remove-personal-security
Just scroll down to: "Automated Removal Instructions for Personal Security using Malwarebytes' Anti-Malware:" and follow the directions. Do not use any programs advertised at the top of that page.

Good luck.

I had this annoying "Personal Protection" virus? on my computer and I could get no where nothing was working. followed other sites and chat rooms advice, or attempted to. Nothing worked! I did come across a site that had a list of files related to this thing. This is what I found.

Go to:
c:\Program Files\Common Files\PSecurityUninstall

Yes, it has an uninstall file!!!
Then I followed the link AVG offered and downloaded and ran the malware remover program.

http://download.bleepingcomputer.com/malwarebytes/mbam-setup.exe

this worked and it was simple after 2 hours of trying all kinds of things without success.
Good luck!
